Eine freudige und erwartungsfrohe Stimmung prägte den Tag auf dem Bundesplatz in Bern. Über 1000 Menschen erlebten live die Einreichung der Volksinitiative zum bedingungslosen Grundeinkommen. Die Performance “Kopf oder Zahl” der Generation Grundeinkommen lösste ein Flut von Medienbeiträgen aus. Selbst ein Russisches und ein Chinesisches Fernsehteam war vor Ort.

Le peuple tranchera la question après que l'initiative populaire pour un revenu de base inconditionnel a été déposée vendredi à la Chancellerie fédérale, munie de plus de 125'000 signatures.

Les initiants souhaitent que chaque personne, active ou non, vivant légalement en Suisse touche une certaine somme, qu'elle soit riche ou pauvre, en bonne santé ou malade, qu'elle vive seule ou en communauté.

Montants à définir:

1) L'intérêt comme la Dette est fictive, l'État a décidé d'emprunter auprès de banques privées l'argent dont il a besoin, alors qu'il pourrait émettre autant d'argent qu'il veut sans intérêt, Mais surtout l'état (c'est à dire les banquiers, puisque la main qui donne est au dessus de la main qui reçoit) va renflouer les banques privées quand elles vont mal. (mais refuse catégoriquement d'aider qui que ce soit d'autres, qu'eux mêmes, pour quelqu'un d'autre, la réponse est NON sous prétexte de libre concurrence). Si vous ne voyez pas le conflit "d'intérêt" (encore un vilain jeu de mots) je ne peux plus rien pour vous. L'ÉTAT n'a PAS à payer d'intérêt sur l'argent qu'il est censé émettre LUI MÊME.
Si vous aviez la création monétaire, auriez vous des dettes ?
Et puisqu'on va injecter des milliards crées à partir de rien, pourquoi ne pas injecter ces mêmes milliards pour combler la dette ? (la réponse c'est que tout ceci n'est rien d'autre qu'UNE ARNAQUE, sans doute la plus grande de toute l'histoire connue de l'humanité, ils veulent que nous payons l'intérêt sur ces milliards)

2) Si les banques abusent, c'est parce que les BANQUIERS ont tout acheté ! Grâce à la création monétaire que LE GOUVERNEMENT (publique) a donner (abandonner) a des banques privées ! LES BANKSTERS nous dirigent, acceptez le ou refusez le, mais vous devez le savoir !

3) Ces gens arrivent a faire des émissions TV de 2 ou 3 heures sur la "crise/krach mondiale" sans citer une seule fois l'art 104 de Maastricht, là dessus, on doit dire, NOS RESPECTS, C'est très très fort.

4) Le système bancaire moderne fabrique de l'argent à partir de rien. Ce processus est peut-être le tour de dextérité le plus étonnant qui fut jamais inventé. La banque fut conçue dans l'iniquité et est née dans le pêché. Les banquiers possèdent la Terre. Prenez la leur, mais laissez-leur le pouvoir de créer l'argent et en un tour de mains ils créeront assez d'argent pour la racheter. Otez-leur ce pouvoir, et toutes les grandes fortunes disparaîtront et ce serait bénéfique car nous aurions alors un monde meilleur et plus heureux. Mais si vous voulez continuer à être les esclaves des banques et à payer le prix de votre propre esclavage laissez donc les banquiers continuer à créer l'argent et à contrôler les crédits.

5) Les composantes de la masse monétaire sont des agrégats statistiques regroupant dans des ensembles homogènes les moyens de paiement. Il y a plusieurs niveaux selon le degré de liquidité.
Certains parlent de M0, M1...jusqu'à M12 et plus...


Essayons de simplifier:


M1 correspond aux billets, pièces et dépôts à vue (515 000 000 000 de billets et de pièces environ en 2005 dans la zone euro).


M2 correspond à M1 plus les dépôts à termes inférieurs ou égaux à deux ans et les dépôts assortis d'un préavis de remboursement inférieur ou égal à trois mois, par exemple le livret d'épargne.


M3 correspond à M2 plus les instruments négociables sur le marché monétaire émis par les institutions financières monétaires (IFM), et qui représentent des avoirs dont le degré de liquidité est élevé avec peu de risque de perte de capital en cas de liquidation (ex : certificat de dépôt inférieur ou égal à deux ans).


M4 correspond à M3 plus les Bons du Trésor, les billets de trésorerie et les bons à moyen terme émis par les sociétés non financières.


Les billets de banque et les pièces de monnaie ne constituent qu'une fraction de la monnaie en circulation, la monnaie scripturale en représente maintenant près de 97 %. 


Si la banque centrale produit la monnaie fiduciaire, les banques commerciales créent la monnaie scripturale en accordant des crédits sous le contrôle théorique des banques centrales. « Les crédits font les dépôts », selon un adage. 


7) Mais la plupart des écritures sont maintenant hors bilans, ce qui ajoute de l'instabilité...

Un revenu de base pour chacun-e, une dignité pour tou-te-s !

En ce jour, des citoyen-ne-s de différents horizons (des partis politiques jusqu'au milieux anthroposophiques en passant par des entrepreneurs et de simples militant-e-s) ont déposé à Berne l'initiative populaire fédérale "Pour un revenu de base pour toutes et tous", réunissant en un peu plus d'une année pas moins de 126'000 signatures.
La Suisse sera le premier peuple à se positionner sur l’instauration d’un revenu inconditionnel.
Pourtant, l'idée n'est pas nouvelle. En Suisse il y a eu ces dernières années des tentatives parlementaires d’instauration de ce revenu, notamment celle de Joseph Zisyadis : l’Union patronale suisse, en mai 2011, se réjouissait déjà de voir que la Commission du Conseil national ait refusé d'entrer en matière (aujourd'hui, c'est économiesuisse qui s'oppose à l'initiative populaire fédérale, mais nous y reviendront).
4919275.image.jpegL’initiative européenne, elle a été lancée en janvier 2013 et doit récolter 1 million de signatures. Si tel est le cas, la Commission Européenne adoptera une réponse formelle précisant quelles actions elle aura l’intention de mener, ou non, et ses raisons.
Ailleurs dans le monde, en Alaska, un revenu citoyen existe depuis 1976, il est financé par l'exploitation des ressources naturelles. Au Brésil, le gouvernement Lula a voté une loi qui prévoit d'étendre progressivement l'application du programme Bolsa Família (créé en 2003) jusqu'à instauration complète d'une allocation universelle. D’autres expérimentations en eu lieu notamment en Namibie, par exemple, où, sous forme de projet pilote indépendant de l’Etat, les habitants d’un village déshérité se sont vus attribués chaque mois l’équivalent de 10 euros. Le résultat fut très positif, permettant à cette région rurale de se développer, créant des marchés locaux et permettant aux gens d’être autosuffisants, comme l’explique l’article du Courrier International. Mais c’est l’Iran qui fut le premier à l’instaurer à l’échelle d’un pays : en 2010, Ahmadinejad a présenté son plan de remplacement des subventions sur l’énergie et l’alimentation par une subvention en espèces directe aux citoyen-ne-s, plus juste et plus efficace.
En Suisse, demandons-nous à qui concrètement ce revenu va profiter ? Avant tout, aux personnes travaillant sans rémunération (famille, bénévolat, associations, formation). Une étude de l’Institut de l’ONU pour le développement social indique que le volume du travail non rémunéré lié à l’éducation des enfants, le travail ménager et les soins aux adultes représentait en 2004, 8’500 millions d’heures, celui du travail rémunéré 7’000 millions. Le travail non rémunéré dépasse de 20% le travail rémunéré - sans compter toutes les activités liées au bénévolat. Les femmes profiteront donc en priorité de ce revenu, elles qui continuent d’accomplir dans l’ombre la majorité de ce travail indispensable à la création de valeur.

Ce revenu bénéficiera aux personnes invalides, ne peuvant reprendre une petite activité au risque de perdre leur rente, ce qui sera possible désormais. Les personnes touchant l’aide sociale, elles, ne seront plus stigmatisées mais reconnues à part entière. Les employé-e-s pourront gérer à leur avantage la négociation de leurs conditions de travail, refusant un emploi précaire ou ennuyeux.
2185.jpgDès lors, les maladies du travail, fléau social, diminueront, comme les coûts de la santé. Les emplois dangereux, physiquement difficiles, verront leurs conditions s’améliorer sans quoi personne ne voudra les faire.
Ce revenu garanti permettra, enfin, à un plus grand nombre de personnes de développer des PME et autres coopératives, en faisant vivre l’économie locale, car un socle de sécurité existera afin de pallier aux risques de telles entreprises.
Enfin, il profitera à toutes et tous : en ces temps de crises durables, qui peut être certain de ne pas se retrouver sur le carreau ? Non seulement nous avons l’assurance de ne plus être à la rue, mais encore de pouvoir choisir un travail qui nous émancipe, sans plus devoir accepter n’importe quoi pour subvenir à nos besoins.
Néanmoins, beaucoup de personnes pensent que l'instauration de revenu est autant utopique qu'antiéconomique. débat-tdg.JPGOr c'est bien le système actuel basé sur le plein emploi qui est devenu une utopie. Nos sociétés ne peuvent plus croître à l’infini, il serait temps de le comprendre, et de se rendre compte que la première des conséquence de l’instauration d’un revenu de base sera de faire disparaître la problématique de la pauvreté, puis du chômage, avec tous les gains que cela provoquera en terme de baisse de coûts : finies les incitations fiscales aux entreprises pour les inciter à embaucher, finie la bureaucratie engendrée par le contrôle invasif des bénéficiaires de l’aide sociale, baisse drastique des maladies au travail, etc. Le caractère utopique de ce revenu n’est donc pas un argument. C’est au contraire une question de choix politique.
Pouvoir choisir son travail et son apport à la société devrait être, dans nos sociétés dites libérales, un droit fondamental. 569662054.jpgEn effet, le revenu de base n'est pas une assistance, ce n’est pas une prestation sociale, mais un droit, le droit à l’existence. Le propre de cette mesure est justement qu’elle est inconditionnelle, contrairement aux autres mesures telles que - le salaire minimum, l’assurance chômage, l’aide sociale ou autre prestation.
En accordant la liberté aux travailleurs de refuser le travail, on commence à les responsabiliser. On fait tomber le prétexte de la nécessité. Sans la liberté, il n’y a pas de véritable éthique du travail. Par ailleurs, la paresse n’est pas inscrite dans le génome humain ; ce n’est qu’une réaction contre les travaux forcés. Avec l’exigence d’une contreprestation, on neutralise la disposition naturelle à “faire société” par son être autant que par son activité et on crée le contraire de ce que l’on voulait obtenir: un comportement infantile. Dès que le travail devient obligatoire, il perd tout son charme, toute valeur éthique personnelle, et promeut la paresse.
Concernant le financement, dans l’intitulé de l’initiative, aucun montant n’est avancé pour ce revenu, ni son mode de financement abordé. Seule certitude : ce revenu garantira à chacun-e « de mener une existence digne et de participer à la vie publique ». Avec un montant annoncé par les initiant-e-s de 2500 francs par adulte et par mois, et 635 francs pour un mineur, on arrive à un coût total de 200 milliards par an. Or seule une petite partie de cette somme reste à financer, car la plus grande partie est réaffectée au financement du RBI sans changer les dépenses de l’Etat : si Economiesuisse mentionne le fait que le revenu de base se substitue -en partie- à certaines prestations sociales (60 milliards), le lobby oublie de dire qu’il se substitue aussi à une part des revenus d’activité (110 milliards de francs). Pour financer les 30 milliards restant, plusieurs solutions sont possibles, et cumulables : relèvement du taux d’imposition sur les personnes physiques, augmentation de la TVA, un impôt écologique, une taxe sur la valeur ajoutée des entreprises.
Cela dit, le revenu de base ne sera pas le remède universel.
IMG_2200.jpgIl devra être accompagné des autres luttes en faveur d'une plus grande justice sociale et d'une meilleure répartition des richesses, tels que le salaire minimum, la limitation des hauts revenus et la lutte contre l’évasion fiscale et la spéculation. D’ailleurs, une des propositions de financement du revenu de base est l’instauration de la taxe Tobin.
Quoi qu'il en soit, les pionnières et pionniers qui, en Suisse et dans le monde, ont permis à cette idée de se matérialiser dans le concret d'une votation populaire, ont déjà gagné leur pari : faire connaître au plus grand nombre cette mesure qui pourrait changer totalement notre manière de vivre et de concevoir le monde, notre rapport aux autres, et à l'argent. Une société dans laquelle chacun-e ne serait plus jugée, revenu-base-medias-suisse.jpgcomme actuellement, avant tout, sur sa position sociale liée à son salaire, mais sur ce qu'elle est, en dehors des impératifs économiques liés à la productivité et au besoin de croissance - à savoir un être social autant qu'économique, un être capable d'aimer et pas seulement de produire.
