The 4th of October is a major event for the international Basic Income community. The + 125'000 signatures collected in Switzerland since April 2012 for the popular initiative for an unconditional basic income has been handed over to the Swiss parliament. It means a lot : within 4 years every Swiss citizen will know the idea of unconditional basic income and have to vote on whether they want or not a basic income. It will be the first time in history that the people of a country can make this choice. Switzerland is showing every country the way towards the introduction of a basic income.

The popular initiative for an unconditional basic income (UBI), which in the view of its supporters should be thought of as a civil right rather than social wefare, was launched in 2012. It aims to have a new clause incorporated into the Swiss constitution that the Confederation “shall ensure the introduction of an unconditional basic income. The basic income shall enable the whole population to live in human dignity and participate in public life. The law shall particularly regulate the way in which the basic income is to be financed and the level at which it is set.”
The success of the Swiss initiative could have model character for the whole of Europe and even the world.

In the midst of all the debate over the government shutdown, one of
the key problems that has been shown is the government paying its own
workers, especially those who are not working right now. Only today did
Congress and the White House agree to give those "non-essential"
federal workers back pay. But what would happen if the government not
only paid their workers, but everyone who was a citizen? The Swiss
public may vote to make that idea, that of a basic income for everyone, a reality.In the Swiss capital of Bern, a grassroots organization called Generation Basic Income led an effort to establish a basic income for every Swiss citizen, unconditionally. Due to the nature of Swiss politics, and similar to how politics work in some states in the US, citizens are able to place a referendum on the national ballot, provided they have the required 100,000 signatures. These votes happen a couple times a year, detached completely from the government's business. Consequently, this had led to such efforts varying from the good (decriminalizing marijuana, as of a few days ago), to the bad (banning minarets, and essentially mosques).
With Generation Basic Income, the organization seeks to establish a level of income equality, at a time when the rich get extremely rich and the middle class just become poor. The referendum offered to the Swiss government would require that every Swiss adult would receive a monthly income of 2,500 Swiss francs, or $2,750. If that seems incredibly high to you, know that the costs of living in Switzerland are incredibly high: To give an example, the iPhone 4S, still sold in Switzerland, costs around $500, before taxes, whereas here it was being sold for $100. $2,750 per month would enough for most people to get by in Switzerland. It would be equivalent to getting a little under $600 per month in America.
Generation Basic Income presented their petition to the Swiss government in Bern, and then, as a celebratory gesture, dumped 8 million 5-rappen coins (equivalent to $440,000) from atop the parliament building, one every person in the country. It is unknown when the referendum will be held, though it will likely be next year.
Will it succeed? Possibly. While Switzerland is renowned for its secretive banking practices, and lacks any minimum wage laws, it has recently taken a stand against income inequality. Swiss voters passed one of the strictest laws in executive pay earlier in 2013. Another referendum due November 24, the 1:12 initiative, takes this even further by limiting executives' maximum monthly pay to the annual salary of the lowest-paid worker. Discontent over actions among the Swiss investment banks have fueled the fires further.
Will a basic work? It is hard to say. There have been studies proving that giving people a guaranteed basic income, regardless of their situation, can help them escape poverty. However, the monthly pay of 2,500 Swiss suggested by Generation Basic Income exceeds the federal budget of Switzerland by more than 300%, if we are to assume the number of adults is around 80% of the Swiss population. How it would be funded remains to be seen.

A celebration is to be held in Berne on 4 October 2013 – its organisers
are inviting people to witness an “historic event”. They then plan to
submit the 100,000-plus signatures supporting their popular initiative
for an unconditional basic income to the Federal Chancellery. This issue
is not just topical in Switzerland as signatures are also currently
being collected in the EU for an EU citizens’ initiative (not comparable
with popular initiatives in Switzerland). This is entitled:
“Unconditional Basic Income (UBI) – Exploring a pathway towards
emancipatory welfare conditions in the EU.”
“What would you work at, if your income was provided for?” There is no easy answer.

It is a highly unusual situation that signatures are being collected
for the same issue in both Switzerland and the EU. It remains to be seen
whether this will really turn out to be an historic moment. Switzerland
would in any event become the first country to introduce this finance
transfer model. However, the concept is nothing new.

Controversy over financing
Nichts steht im Initiativtext über die Finanzierung. In einer
Begleitdokumentation werden allerdings einige Überlegungen dazu
angestellt. Zum einen sollen die Löhne um den Betrag des Grundeinkommens
sinken: Wenn jemand 6000 Franken monatlich verdient, soll er vom
Arbeitgeber nur noch 3500 erhalten, 2500 Franken fliessen in den
Grundeinkommenstopf. Weiter ersetzt das Grundeinkommen gewisse
Sozialleistungen. Wie der Rest finanziert werden soll, ist selbst unter
den Anhängern des BGE umstritten. Massive Erhöhung der Mehrwertsteuer?
Einführung einer Reichtums- oder Finanztransaktionssteuer?
“Broad coalition” of supporters
If the basic principle were ever to be enshrined in the federal
constitution, its actual implementation would prove a Herculean task and
indeed an almost impossible undertaking. This issue nevertheless has
the potential to throw the traditional political fronts into confusion,
and it is this that makes the debate on the UBI an exciting political
project. Supporters can be found on the left, in the centre and on the
right of the political spectrum. But the most vehement opponents also
come from different camps. The dividing line does not simply run between
political blocks but right through parties and factions. It is not a
party or a lobby group that is behind the popular initiative but rather a
loose confederation of like-minded people from different camps and with
a diverse range of interests. The most high-profile advocate on the
initiative committee is Oswald Sigg, a member of the Swiss Social
Democratic Party (SP) and former Vice-Chancellor and Federal Council
speaker. The list of proponents also includes one or two economists from
the University of St. Gallen and the Federal Institute of Technology.
This “broad coalition of basic income supporters” consists of neo-liberals, progressive thinkers and people on the left of the political spectrum, writes Heiner Flassbeck, who until the end of last year was a Director at UNCTAD (United Nations Conference on Trade and Development), in his book “Irrweg Grundeinkommen” (Basic Income – the Wrong Approach). He says all those supporting the initiative share the hope of resolving problems with simple mechanisms. Elements on the right of politics are seeking to permanently put an end to the fundamental debate on distribution issues through a basic income that would obviously be as low as possible. Those on the left are hoping “to successfully combat poverty and, at the same time, provide an effective solution to the ecology issue and the question as to the ‘real value’ of life”. As far as Flassbeck is concerned, these are all delusions.

This focuses heavily on liberation from constraints and the release of creativity. It explains that while all people want to work they also seek a sense of purpose and fulfilment in this. Few would in any case be satisfied with a subsistence level of income. However, this raises the question of who would still do all the poorly paid, hard jobs that nobody wants. Ulrich Beck, one of the most well-known German sociologists, provided the German “Tagesspiegel” newspaper with a disarming answer: “These jobs would become very expensive because they have to be done and because it would no longer be possible to fob people off with a pittance.”

Fundamental social issues

wealth, poverty, an egoistic or fair society and a caring or capitalist
society”. He also points out that 50% of hours worked are unpaid –
housework, work on behalf of the family, social work, and political and
cultural work. This trend is increasing because advancements in
productivity are resulting in job cuts. At the same time “our highly
developed welfare system has a remarkable number of hidden cases”. “Many
people living in poverty go without state welfare support.” Around 60%
of those who are in need and are entitled to welfare benefits do not
even contact the social security authorities, Sigg argues. The reason
for this, he says, is that every applicant is subjected “to general
suspicion fuelled by politicians. They are distrusted”. Sigg firmly
believes that the system of social harmonisation does not work. This
alone underlines how necessary the UBI is.

Streamlining the state
The neo-liberal proponents of the basic income are pursuing a different
approach. Their priority is not social considerations but instead the
streamlining of the state. Thomas Straubhaar, a neo-liberal Swiss
anti-statist and Director of the Hamburg Institute of International
Economics, wants the UBI to replace existing social insurance systems
and to help merge government transfer payments. The former UBS chief
economist Klaus W. Wellershoff takes the same line. In an interview, he
describes the current social insurance system as “ridiculously
complicated and unsustainable” and even labels it “undemocratic” in its
complexity. He considers that “transparency is the key factor with
regard to basic income”.
The left and business community less enthusiastic
The UBI would raise a question mark over paid work as the model for
business and society. That represents an affront to the traditional left
as well as the business community. The economist Rudolf H. Strahm, a
former SP National Councillor and price supervisor, sees the UBI as a
“fundamental, targeted attack on the welfare state”. This is because a
uniform monthly payment of 2,500 Swiss francs could never replace the
tailored social insurance schemes for poverty, disability and hardship,
etc. The personal responsibility of young people for their own existence
and future would also be undermined. A permanent state subsidy would
“stifle motivation and dynamism” and provide a “social incentive for
people to adopt a “can’t be bothered” attitude causing them to miss out
on opportunities in life”.
The former SP National Councillor and trade unionist André Daguet also warns against the UBI initiative. The conservative-dominated Parliament would attempt to achieve welfare cuts through the actual structuring of the basic income by introducing the lowest possible basic income and abolishing the remaining social insurance schemes. This would result in the weak in society “being definitively marginalised and the lowest wages being forced down”, writes Daguet in the SP party publication “links”.
The business federation Economiesuisse has also analysed the initiative and published a comprehensive study of it in October 2012. Its verdict is damning: the UBI is an “expensive utopia that jeopardises prosperity” and which is “likely to have a major impact on Switzerland’s economic performance and competitiveness”. Economiesuisse also draws the conclusion that the savings in the welfare system, provided no benefit cuts are made, could be significantly less than one might expect at first glance. This is because numerous transfer payments far exceed the planned basic income.

The Heritage System in "For Us, the Living" can be summarized by four major actions:
- A required end to fractional reserve banking. Banks must always have a 100% reserve for any loan they give out.
- New money is printed only by the government, and then, only enough to counteract the natural deflation that would occur in a system without fractional reserve banking.
- The government uses this money (and only this money), divided among all of its necessary roles. Any extra is divided evenly among citizens and businesses that over-produce, to offset the loss of not selling their over-production (the government buying the over-production for its own use, which can be bought by citizens later if they so desire at the same price.)
- Goods bought by the government are later sold by the government (or used by it), and normal governmental services (such as postage) are sold. These goods and services provide the standard backing for the currency, similar to how gold is used to back the gold standard.[11]
- "A production cycle creates exactly enough purchasing power for its consumption cycle. If any part of this potential purchasing is not used for consumption but instead is invested in new production, it appears as a cost charge in the new items of production, before it re-appears as new purchasing power. Therefore, it causes a net loss of purchasing power in the earlier cycle. Therefore, an equal amount of new money is required by the country."[12]
The system also makes note of the fact that government spending and government taxing are not only not related, both can happen in the complete absence of the other (especially in a heritage check system), and that as far as market effect, taxing causes deflation and Government spending causes inflation. He notes that and that as a result, the value of money can be completely and totally controlled, making the currency as stable as it is desired to be.[14]

I love the Swiss. Their hot chocolate, their watches, their knives, those awesome Sigg bottles they make, their kitchen appliances, but most of all, I love Swiss politics and economy. It just seems they know where to draw the line and where to un-draw it. Maintaining the only neutral political status in the world is pretty remarkable. I am sure it helped their ranking near the top of the happiest places to live in the world. Hands down though, this new vote coming out of Switzerland has to be their best idea yet. They are voting on a bill that would guarantee $2800 to every adult, yes – the Swiss definitely rule in great income plans.
How are they doing this? It’s a good question. Perhaps part of their abundance comes from not investing obscene amounts of money into a military which interferes in the rights of other nations. Instead, the people are their military and are trained as such to act as a public militia, if needed. The government actually trains its people to use guns in case the people feel threatened and are called to defend their nation.
This new vote would mean that every adult would earn $2800 per month no matter what. Along with this vote on income, another initiative is being presented for vote. The new initiative, termed the 1:12, which will be voted upon in late November, would ensure that the highest paid person in any business could make no more than twelve times that of the lowest paid employee. What a fascinating concept!
How are such ideas coming up for vote you ask? Well, Switzerland has a very interesting and people-friendly system. All it takes the right amount of signatures in Switzerland within a certain amount of time to “call a referendum.” The grass-roots team which organized this referendum acquired the 100,000 needed signatures and then made a huge statement in front of their parliament building by unloading a dump truck on Friday filled with one five-cent coin for every citizen in Switzerland. That’s roughly 8 million coins, just in case you were wondering.
That’s right, it could soon be an even better idea to move to Switzerland than ever before. Besides holding down the lowest crime rate in the world, Switzerland has a pleasantly moderate climate – it’s never to hot, too cold or too damp. Where the Swiss lack in space they sure make up for in great income plans. As the Swiss move to vote on getting every adult at least $2800 per month and ridding themselves of poverty, the rest of the world watches – though how attentively? What other country would dare attempt such a bold move to support their citizens? As the world changes and more governments are meeting huge challenges, maybe we will learn from the Swiss, not just how to make watches and pocket knives, but how to take care of our people.
